东北黑土地是世界三大黑土区之一。由于自然因素及人为原因,黑土层在逐年减少,黑土区的保护和治理已刻不容缓。近年来,全国坡耕地水土流失综合治理试点等工程相继实施,黑土区水土保持工作已经全面展开。对目前东北黑土区水土流失治理措施体系以及对其中存在的一些问题进行了总结和探讨。同时指出:技术是基础,政策是保障,管理是根本,为东北黑土区进一步的保护和治理提供参考。
Northeast black land is one of the three black areas in the world. Due to the natural and man-made reasons, the black soil layer is decreasing year by year. The protection and governance of the black soil area has become urgent. In recent years, the pilot projects of comprehensive control of soil and water loss on sloping fields in China have been carried out one after another. Soil and water conservation work in black soil areas has been carried out in an all-round way. This paper summarizes and discusses some existing measures to control soil and water loss in the black soil region of northeast China. At the same time, it points out that technology is the foundation, policy is the guarantee and management is the foundation, which can provide reference for the further protection and governance of the black soil area in Northeast China.
