The Yellow River is one of the seven most important rivers in China. The development and utilization of the Yellow River water has played an immeasurable role in social civilization and economic development along the Yellow River. However, in recent years, the Yellow River water resources are being predatory use of the Yellow River cut off more and more frequently. The lower reaches of the Yellow River had a current breaking phenomenon in 20 years from 1972 to 1997 in 26 years. Over the past 20 years, a total of more than 70 breaking-offs occurred, totaling 908 days, with an average of 45 days of breaking-off every year. Since 1991-1997, a cutoff occurred every year. In 1997, the flow-off time of the Yellow River reached a record 226 days, alarming the shortage of water resources in northern China.
