取消预售制会导致房价上涨?

8月16日,央行关于建议取消商品房预售制度的报告公布,引起很大社会反响。在反对的声音中,开发商和一些利益相关集团的呼声最为响亮。其代表性的观点是:取消预售,意味着开发商投资成本增加、现房供应量在一个时期内减少,进而导致房价上升。连一些普通购房人也有此种担心。据一份民意调查显示,尽管85%的被调查者欢迎取消预售,但也有近50%的人担心开发商会借现房成本增加而抬高房价。8月24日,建设部新闻发言人更是明确指出,国家近期不会取消商品房预售制度。早在今年4月份,当政府出台各种调控手段来给房地产降温时,笔者就曾表示,要打击房地产泡沫,最根本的手段是要取消预售制。如今,央行从自身控制风险角度,看出 August 16, the central bank on the proposed cancellation of pre-sale of commercial housing system announced the report, causing a great social repercussions.
