允许人才流动是保证落实知识分子政策的一个重要问题。近来读报,忽然感到人们对这个问题的看法,似乎还不太一致。比如,我有一位朋友,是在大学任教的中年教师,最迎接受了另一所大学的聘请,希望从这个学校“流动”到那个学校。当他把这个想法向领导提出来时,便遭到了坚决的拒绝。理由很简单,就是:你已经对口了,不属于人才流动的对象。“专业对口”了,是否就不能进行人才流动? 诚然,允许人才流动,首先是针对那种用非所学,学用不一致,对知识分子使用不当的现象。不改变这种现象,就不能很好地调动知识分子的积极性,就会埋没人才。然而,做到了“专业对口”,并不等于就已经调动了知识分子的积极性。全面落实知识分子政策还需要做很多的工
