在以往的农村贫困农民享有体育公共服务权益的发展过程中,最大的问题在于农村贫困农民享有体育公共服务的主体性地位得不到保障,农村贫困农民享有体育公共服务权益得不到呵护,农村贫困农民享有体育公共服务的主体作用得不到充分发挥。打赢脱贫攻坚战进程中的关键策略在于:加快贫困农村公共体育基础设施建设的发展;提供多元化农村贫困农民需求的体育公共服务产品;建立有效的贫困农村体育公共服务需求表达机制;充分利用地方高校体育人才优势;建立多元化资金投入贫困农村体育场地设施建设的运行机制。
