农村干部管理是农村基层组织建设的重要内容。农村干部管理工作质量,直接影响着整个农村基层组织建设的成效,影响着农村经济的发展,社会的稳定,影响着小康建设的进程。那么,如何提高农村干部管理工作质量,使其适应农村改革、发展、稳定大局的需要?行之有效的措施是借鉴脱产干部管理方式,使其达到国家干部化。国家干部的管理方式,主要是“五化”管理,即人事管理档案化;提拔使用程序化;考核考察规范化;经济待遇职级化;老有所养福利化。对农村干部实施“五化”管理,势在必行。
Rural cadre management is an important part of the construction of rural grassroots organizations. The quality of rural cadre management directly affects the effectiveness of the construction of grassroots organizations in rural areas as a whole, affecting the development of the rural economy and social stability and the process of well-off construction. So, how to improve the quality of rural cadre management so that it can adapt to the needs of rural reform, development and overall stability? The effective measure is to learn from the management of the cadres who are going out of production and make them reach the state’s goal of cadreization. The management methods of state cadres are mainly the management of “five”, that is, the file management of personnel management; the promotion and use of proceduralization; the standardization of inspection and examination; the contingent of economic treatment; and the provision of welfare for the elderly. It is imperative to implement “five ” management of rural cadres.
