一、项目实施概况中德财政合作河北省造林项目包括中德财政合作河北省白洋淀上游山地生态环境造林工程项目(简称“一期项目”)和中德财政合作河北省承德市生态造林工程项目(简称“二期项目”)。一期项目宗旨是改善白洋淀上游集水山地和整个流域的生态环境,增加当地农民的就业机会和收入。1996年4月,中德两国政府签署了项目《财政协议》,标志项目正式启动,执行期5年。截至2002年底,项目建设目标全部完成,封山育林11965公
I. Project Implementation Overview Sino-German financial cooperation projects in Hebei Province, including afforestation project of Sino-German financial cooperation Hebei Baiyangdian upper reaches of mountain ecological environment afforestation project (referred to as “a project”) and Sino-German financial cooperation Chengde City, Hebei Province, ecological afforestation project Project (referred to as “two projects ”). The purpose of the first phase project is to improve the ecological environment of the catchment mountains and the whole basin in the upper reaches of Baiyangdian Lake and increase the employment opportunities and incomes of local peasants. In April 1996, the two governments of China and Germany signed the project “Financial Agreement”, marking the official launch of the project with a five-year implementation period. As of the end of 2002, the goal of the project was completely completed, and 11,665 public facilities were closed
