当前刑事犯罪呈智能化、职业化,团伙化、流窜化,作案人反侦查意识不断增强,侦查扒窃案件存在现场勘查取证难、核对案件事实难、获取有罪供述难、采取强制措施难、证明犯罪事实难等问题。针对扒窃案件侦查面临的困难,侦破工作应当采取提高抓现行能力、提高证人证言质量、完善证据收集思路、加强讯问能力建设、提高情报的先导性作用、夯实侦查基础业务建设等对策,不断提升打防扒窃案件的能力和水平。
