从长远来看,71号令是北京市建立土地市场化交易机制的必由之路,也是未来北京土地市场公开和公正的基础。同时,既可以让国有资产升值,又对所有的房地产发展商公平和透明。虽然从眼前来看,肯定会引起北京土地市场甚至房地产市场的震荡,但在政府对一级市场的调控下,市场应该将在一段时间后获得新的平衡。
