把握好生活保障改革进程中的主要矛盾,解决好实际问题,对于深化改革、推进改革具有重要意义。生活保障改革进程中的主要矛盾有:后勤生活保障的军事性与市场功利性的矛盾,军队后勤特有体制与多种所有制的矛盾,内因与外因的矛盾。解决的对策是必须消除思想上的误区、把握好经营服务与管理分离的度、注重扩大社会化保障的“知名度”。
Grasping the major contradictions in the process of the reform of the livelihood security and solving practical problems are of great significance to deepening the reform and promoting the reform. The main contradictions in the course of the reform of the livelihood security include: the contradiction between the military and the market utilitarianism in logistic life support; the contradiction between the unique logistics system and various ownership systems; the internal and external conflicts. The solution to this problem is to eliminate ideological misunderstandings, grasp the degree of separation of management service and management, and focus on expanding the “visibility” of social security.
