1992年7月国务院颁布《全民所有制工业企业转换经营机制条例》后,企业界曾寄予很高期望,但是由于几项重要的自主权始终未果,多数企业遂由期望转为观望。去年,现代企业制度“火”起来后,相形之下,《条例》由热转冷。如今,《条例》颁布已整整两年,许多热心企业改革的读者询问:《条例》还能不能热起来?为了解答这个问题,记者日前专程走访了贯彻《条例》颇有成效的北京计算机五厂的刘元秀副厂长。
