据统计,1979～1994年我国新建住房120亿平方米,年均建设8亿平方米,居世界第一位。商品房的开发,安居工程的实施,大面积危陋平房改造的全面展开,普通百姓都有了住进新楼的希望。然而,近一两年来连续发生的新建住宅塌楼伤人事件,加之住上新宅的人们不时发现住宅质量的许多问题,人们对住宅质量十分担心,成为人们当前关注的热点问题。去年12月,四川德阳市一座宿舍大楼轰然倒塌,27名内装修民工全被压在里面,造成17人死亡,10人受伤的严重恶果。据查,这幢8层大楼是立体结构,包括基础、柱子发生了问题,其钢筋水泥粱柱根本承受不起8层大楼的重压。负责工程设计的是根本无权设计的丁级设计所。工程发包没有进行正常的报建和招投标手续。经5次转包后施工单位已无利可图,只有偷工减料,胡乱施工。工程上的混凝土
