期刊价格上涨、用户学术交流模式改变等因素促使开放信息资源规模不断增加,逐渐成为一项重要的学术信息资源来源。从国际、国家/地区、商业出版枉三个层面揭示了国内外大规模开放信息资源建设现状,指出从国家层面推进开放信息资源建设必须首先定位好政府参与的切入点、制订统一的元数据标准、处理好开放信息资源与商业订购资源的关系以及合理规避版权风险,并基于此,从基础资源构建、信息组织与服务等方面详细论述了开放信息资源建设的实施策略。
Periodicals prices, user academic exchange patterns change and other factors to promote the increasing scale of open information resources, has gradually become an important source of academic information resources. From three aspects of international, national and commercial publication, this paper reveals the status quo of large-scale open information resources at home and abroad. It points out that to promote the construction of open information resources at the national level, we must first locate the entry point for government participation and formulate a unified metadata standard , Handle the relationship between open information resources and commercial subscription resources, and rationally avoid copyright risk. Based on this, the strategies for implementing the construction of open information resources are discussed in detail from the aspects of basic resources construction, information organization and service.
