The issues discussed in this article are: How to ensure that tertiary education fits in the future and how to develop the skills needed to adapt to these new developments so as to help students find jobs with immediate needs and prospects in the upcoming society, rather than to phase out today Career ready. This article is the author’s revised version of the speech delivered at the Amman International Study Online Forum in Jordan in 2007. The International Study Network Forum is a global knowledge-sharing network created by the Massachusetts Institute of Technology. This network needs to be promoted using the suggestions made in this article. The key point of this paper is that the world has already reached a maturity in disseminating information and ideas related to competencies and that educators in developing countries can come together to better understand the development trends associated with capacity-building through networks such as LINC, And better answer questions such as: What kind of professional development skills (eg, know what, know how to do it, know who, know why) is what students need to know if they want to be employed anytime in the future and how are these competencies Do local teachings and updates make it economical and fast to meet international standards? Both issues (content and approach) can be addressed through the development of an Open Capability Environment (OCE). The Open Capability Environment is a multilingual, global knowledge network that focuses on urgently needed capabilities in society. The system will be peer-to-peer, with students and teachers communicating through a professional community; including training and surveillance networks, an open educational resource pool, a certification and registration network. This system will expand students’ horizons and improve their employability. It is of particular value to developing countries and to countries where the measurement of professional capacity, such as the number of researchers in the millions of people, is not mature enough. Learners will be invited to help build an open-capability environment and use these building blocks in real time. These modules include: International Study Network Forum; Open Capability Framework and Common Open Standards (see Open Learning Project and Open Knowledge Innovation); Open Tools, Processes and Content (Open Pathways such as Research; Open Content such as Teaching; Open Innovation); Excellent network of professional learning and competencies, such as the Pro-learn and Pro-LC projects in Europe.
