The Second Session of the Tenth National People’s Congress passed the Amendment to the Constitution of the People’s Republic of China, amending the Constitution. This is the 4th revision of the 1982 constitution. Its main contents include: classifying the important thinking of the ’Three Represents’ as the guiding ideology of the country; formulating a political civilization as a people’s constitution and proposing a coordinated development of material civilization, political civilization and spiritual civilization; increasing the builders of the socialist cause in the united front; Established the national guideline of encouraging, supporting and guiding the development of the non-public sector of the economy; stipulated that the state should protect the legitimate private property and inheritance rights of its citizens; stipulated that the state should respect and protect human rights; and new regulations on expropriation and compensation of land
