制定标准、实施标准并对实施情况进行监督是标准化工作的主要任务,其中实施标准是核心,通过有效地贯彻落实标准提升装备标准化水平,从而提高生产效率、降低成本、缩短研制周期、保证装备质量和战技指标的实现。而标准的实施受到内外部多方面因素限制,而且缺少相关法律法规作为执行依据,工作方式不规范,工作流程不受控,会影响型号研制和生产秩序,存在质量隐患。本文分析了标准贯彻存在问题及其对装备质量的影响,阐述了控制标准实施有效性的措施。
