如果说,把通过公开报道,让老百姓及时听到党和政府的声音,叫做"上情下达"的话,那么,通过公开报道或内参形式,将民情、民心、民意及时反映给党和政府,使党和政府也能随时听到老百姓的声音,就可以称为"下情上达"了.认真做好这两件事情,是新闻工作者的重要职责.
