近年来,国家推行了一轮又一轮的行政机构改革。乡镇是国家行政管理的最低层次,因此乡镇机构改革也是各个层面机构改革的重中之重。优化组合,分流机关工作人员不仅是改革的重要环节,更是改革的难点所在。能否妥善安置分流人员无疑是改革成功与否的关键。在解决这个问题上,良好的社会保障机制可以满足被分流人员的基本生活需求,解除其后顾之忧,能促进人员分流工作的顺利进行。因此“社保”是和谐社会不可或缺的“稳定器”。
