我党历史上曾经有过三次因为干部准备不足而出现“干部恐慌”现象。认真回顾这一历史,对于我们进一步做好培养选拔干部的工作不无益处。 第一次“干部恐慌”发生在20世纪30年代初期。1931年8月27日,《中央关于干部问题的决议》指出:在“伟大转变的过程中,因干部需要的增加与干部的缺乏,形成干部恐慌现象,成为党在执行政治上组织上的紧急任务中一个严重的困难问题”。这是我党历史上第一次发生的“干部恐慌”。
In the history of our party, there have been three occasions of “cadre panic” as a result of insufficient preparations for cadres.
