产业集群共性技术不仅是提升产业集群自主创新能力的的技术基础,而且对增强产业竞争力、提升区域创新能力具有决定性影响。基于共性技术的内涵与特征,政府为载体、产学研为平台、企业间战略合作是产业集群共性技术供给的三种模式。通过对绍兴纺织产业集群的实证研究发现,产业集群共性技术的研发供给已经形成以政府研发为主,辅之产学研联合研发和企业间合作研发的供给体系。
The common technology of industrial clusters is not only the technical foundation for enhancing the independent innovation capability of industrial clusters, but also has a decisive influence on enhancing industrial competitiveness and enhancing regional innovation capability. Based on the connotation and characteristics of common technologies, government as a carrier, production, study and research as a platform, and strategic cooperation among enterprises are the three modes of common technology supply for industrial clusters. Through an empirical study of Shaoxing’s textile industry clusters, it has been found that the R&D and supply of common technologies for industrial clusters has formed a supply system that focuses on government research and development, supplements research and development of R&D, and cooperation between companies.
