“管理科学化、保障法制化、服务社会化”是机关后勤改革、发展的方向与目标。近年来,随着社会主义市场经济体制逐步确立和机关后勤改革的不断深化,上海市机关后勤服务社会化格局初步形成。为适应这一转变,我局按照政府职能转变的要求,将机关事务管理工作的职能定位于“管资产、管法规、管监督”。其中“管法规”的本质内涵就是加强后勤保障法制化建设,即将机关事务管理纳入政府依法行政的轨 “Scientific management, protection of the legal system, social services ” is the direction and goal of organ logistics reform and development.
