党的十七大以来,我国加快了覆盖城乡和全民共享的社会福利体系建设步伐,有中国特色福利制度的理论探讨与实践创新也不断丰富和深化。在推进社会福利由“补缺型”向“适度普惠型”转变进程中,学界提出了“福利社会”理念。这一理念对发展新起点上的社会福利制度建设决策,愈来愈产生着积极影响。民政部门的职能决定了在社会福利政策体系建构中的地位与作用。作为以保障和改善民生为宗旨的一项社会制度,社会福利体系建设在以民生为重点的社会建设中也具有举足轻重的战略地位。因此,深入了解中国特色福利制度的形成与发展、方向与路径,深刻认识作为一项社会制度和政策的社会福利内涵,全面把握不同阶段社会福利发展的规律,对科学推进社会福利政策的决策和执行意义重大。本期围绕我国社会福利制度的发展与构建,辑发一些研究成果及前瞻性理论,希望能为社会福利政策的决策和执行部门在历史的新起点,研究社会福利制度建设开阔眼界,启发思路。
Since the 17th CPC National Congress, China has accelerated the pace of building a social welfare system that covers both urban and rural areas and the whole people. Theoretical discussions and practical innovations of the welfare system with Chinese characteristics have also been continuously enriched and deepened. In advancing the transformation of social welfare from “fill-in ” to “moderately-inclusive ”, academics have proposed the concept of “welfare society ”. This concept has more and more positive effects on the decision-making on the social welfare system from a new starting point. The functions of the civil affairs department determine the status and role of the social welfare policy system. As a social system with the objective of safeguarding and improving people’s livelihood, the building of a social welfare system also plays an important strategic role in the social construction that focuses on people’s livelihood. Therefore, we should further understand the formation, development, direction and path of Welfare System with Chinese characteristics, profoundly understand the connotation of social welfare as a social system and policy, comprehensively grasp the law of social welfare development in different stages, Implementation is significant. This issue focuses on the development and construction of the social welfare system in our country and issues some research results and forward-looking theories in the hope of broadening the horizon and inspiring ideas for the development of the social welfare system for the decision-making and executing departments of social welfare policies at the historical starting point.
