如果时间倒退14年,厦门人会说,没有厦门市就不会有九龙江北溪引水工程;而如今事实则让厦门人一改其高傲的姿态,不得不承认,如果没有北溪引水工程,今天就不会有厦门特区经济的高速发展,正如厦门市副市长蔡景祥所说:“(北溪)引水,是(厦门经济)特区的命脉！” 这话一点也不夸张！因为人们总不会忘记历史！ 70年代初期,中央有位领导到厦门视察工作,下榻的市内一家宾馆,每天供水都是定时定量,他感到很惊讶！而厦门市则告诉了另一种状况:厦门人理发不洗头,吃饭只吃炒面吃不上汤面;更为严重的是北溪引水工程未建之前,每遇干旱因水源缺乏,厦门岛内用水特别紧张,市区曾出现过20多个工厂因缺水而停
