教育的根本在于出人才、出好人才，由此而引导和带动全体国民素质的提高。好的教育体现在人才的整体素质培养上，而并非是某一单项技能的学习与掌握，因此，进一步深化教育改革，全面推进素质教育，就成为新世纪国民教育总的奋斗目标。为贯彻和落实党中央国务院的这一英明决策，西安音乐学院在新千年伊始就提出了在教学中确立“ 1＋ 1”的培养目标。为使关心这一教改举措的广大同仁，对此能够有一个更全面、更深入的了解，并使得这一教改举措尽快地完善和成熟起来，我们在此特意编发西安音乐学院党委书记、院长翟志荣同志《关于实施“ 1＋ 1”培养目标的几点思考》一文，期望引起人们的普遍关注。
