党的十八届五中全会上首次把生态文明建设列入“十三五”规划,这就要求各级政府要主动适应生态文明建设的新常态,在这一背景下,徐州根据自身的发展实际及特点,努力建设青山绿水新徐州,这个“新”主要体现在树立生态平等的新价值观、形成“五位一体”组成部分的新战略观、建立“绿水青山就是金山银山”的新资源观以及强调“保护环境就是发展生产力”的新经济观这四个方面。在生态文明新常态下的新徐州建设成就巨大:生态修复成效显著、精品园林基本建成、城市绿化持续提升、城市空气质量和水质量明显改善,这些成绩的取得得益于徐州地区开展了生态立法、依法保护青山绿水;强化制度保障,巩固青山绿水新徐州建设成果;发挥“两会一院”作用,共建共享青山绿水新徐州等基本经验。在这些成绩的背后,我们还要清醒地认识到生态文明新常态下的新徐州建设仍存在诸多问题,比如,自然环境脆弱、产业结构调整难度大、部分干部生态观念滞后等,因此提出贯彻执行领导干部生态政绩考核、加快推进以生态功能分区为基础的生态建设、更大力度推动产业转型升级、创新保障徐州生态环境机制,推动青山绿水新徐州的建设。

The new Xuzhou under the new normal state of ecological civilization has achieved tremendous achievements. The achievements of ecological restoration have been remarkable. The construction of fine gardens has basically taken shape. Urban greening has been continuously improved. Urban air quality and water quality have been significantly improved. These achievements have benefited from Xuzhou’s ecological legislation , According to the law to protect the green mountains and rivers; strengthen system security, consolidate the achievements of the new construction of green mountains and rivers; play ”two sessions of a hospital " role, build and share green mountains and rivers and other new Xuzhou basic experience. Behind these achievements, we must also be soberly aware that there are still many problems in the construction of a new Xuzhou under the new normal of ecological civilization, such as the fragile natural environment, the difficulty in adjusting industrial structure and the lag of some cadres’ ecological concepts. Therefore, we propose implementing Leading cadres to assess the ecological performance, accelerate the ecological functions based on zoning of ecological construction, greater efforts to promote industrial restructuring and upgrading, innovation and protection of ecological environment in Xuzhou mechanism to promote green mountains and rivers of new Xuzhou.
