利用我国1995～2010年省级面板数据,研究了“关井”政策对我国煤炭行业生产事故死亡率的影响。根据回归结果,在1997～2010年间,我国乡镇煤矿数量下降比例约86%,行业死亡率下降约90%,这表明,至少从安全角度,“关井”政策对死亡率下降大约有48%的贡献。
Using the provincial panel data from 1995 to 2010 in our country, the author studies the impact of the “shutting in” policy on the fatality rate of production accidents in China’s coal industry. According to the results of the regression, between 1997 and 2010, the number of township and village coal mines in China decreased by about 86% and the industry mortality rate by about 90%. This shows that at least from a security point of view, the “shut-in” policy has reduced the death rate by about 48% % Contribution.
