Located in the eastern part of Gansu and the western foot of Liupan Mountain, Zhuanglang County is a water and soil conservation area in the hills and gully of Longdong in south Ningnan. It is one of the key counties under national poverty alleviation and development and one of 58 special concession counties in the province. County jurisdiction over 18 townships (towns), 1 street offices, 293 villages, with a total area of 1 553 square kilometers, a total population of 449,600, of which agricultural population of 414,000; average annual rainfall of 482 millimeters, the total water resources 9 039.3 Million cubic meters, the per capita amount of water resources is only 204 cubic meters, respectively, the national, provincial and municipal per capita share of 1/10,
