残疾人社会保障制度的合理程度,直接影响着残疾人在社会中的平等地位与福祉水平,影响社会公平正义。供需错位是我国残疾人社会保障存在的主要问题,尽管多年来我国政府不断加大残疾人社会保障的资源投入,但残疾人的特殊需要却没能得到有效满足,残疾人社会保障供需错位问题急需给予理论解释,以提高制度设计的自觉性。新自由主义主要代表人物罗尔斯、德沃金、金里卡等,主张关注社会底层的弱势群体,坚持不同群体自由基础上的平等,提出特殊群体需要特殊对待的理论观点,并提倡通过差别化的制度补偿方式弥补弱势群体的先天不足,尽可能地满足其特殊需要,为破解是否建立以及如何建立残疾人特殊社会保障制度难题,提供了有益启示。
