与同类经济发展程度的地区相比,南京的城乡居民收入水平尚存在较大差距。究其原因,突出的劳动力供需矛盾和大量低收入人群的存在所导致的就业率不高和收入低下是影响南京居民收入水平的决定性因素;而南京民营经济发展滞后的现实又使就业渠道阻滞和就业机制缺失使民营经济吸纳劳动力的优势不能成分体现。因此,提高就业率并进而提高收入水平,推进南京富民进程的关键在于大力发展民营经济,为此,就必须清除制约南京民营经济发展的制度障碍。本文试图以民营经济制度创新为研究视角,以政府营造政策支持的制度环境为重点,为推进南京富民进程提供对策建议。 Compared with the same level of economic development in the region, Nanjing’s urban-rural income levels there is still a big gap. The reason is that the contradiction between supply and demand of labor force and the existence of a large number of low-income groups result in low employment rate and low income, which are the decisive factors that affect the income level of Nanjing residents. However, the reality of the slow development of private economy in Nanjing also hinders the employment channels And the lack of employment mechanism so that the private economy to absorb the advantages of labor can not be reflected in the ingredients. To this end, it is imperative to remove the institutional obstacles that restrict the development of the private economy in Nanjing. This article tries to take the private economy system innovation as the research angle of view, taking the institutional environment that the government creates the policy support as the key point, to provide the countermeasure suggestion for promoting the Nanjing enriching people process.
