由于全河统一,为了加强联系,交流经验,统一工作步调,特规定以下几项制度:一、请示报告制度:甲、关系全河之重大事件的处理及既定方针、政策、计划的修正,须经请示批准然后执行。乙、紧急工情可采取紧急措施,并立即采取最迅速的方法报告到会。丙、每月将工作进行情况,写出有内容、有分析的综合报告;此项报告要求简明,以不超过四千字为限。丁、重大问题可写专题报告。戊、只此外可用信手写成的信函,加强联系,交换情况及经验。二、人事管理制度:甲、修改编制须经会核准执行,在编制人数内需要增减调整者,由河务局处理。
