中国科技研究与开发和高技术产业发 展之间存在-个很大的鸿沟--科技研究 与开发游离于企业:一方面,高等院校、科 研院所远离企业和市场,研究的许多项目 目标不明确,甚至不符合市场需要;另一 方面,企业缺乏强有力的研究开发机制。 近20年,中国企业进步非常大,但这个进 步基本上不是靠企业的技术创新,而是靠 引进成果。引进是要受到限制的,别人不 可能给你第一流的技术,所以,靠引进推 动中国的科技产业发展,不是可持续发展 的道路。
