把思想政治工作落实到基层,是我们党几十年来开展思想政治工作的一条基本经验。党的三代领导人都强调了要把思想政治工作落实到基层的重要性。当前,国有企业改革正处于攻坚阶段,职工的思想观念、价值取向和企业的劳动组织形式、分配方式等呈现多样化,企业深层次的矛盾日益凸现,热点问题增多,思想政治工作在企业的任务日趋繁重,难度加大。一些企业的思想政治工作还没有真正落实到基层和实处,“空白点”和“盲区”乃至不可预测的“雷区”仍然存在。因此,迫切需要我们提高认识,理顺思路,将思想政治工作真正落实到基层。

Some enterprises have not really implemented the ideological and political work at the grass-roots level and the real ones. The “blank spots” and “blind spots” and even the unpredictable “mined areas” still exist. Therefore, we urgently need us to raise our awareness, straighten out our thinking and truly implement the ideological and political work to the grassroots level.
