四川岳池县位于川北华蓥山西麓,全县农业人口占94％,年人均收入不足500元,是一个农业大县、工业小县、财政穷县。1987年,全县中小学生年人均体育经费不到1元,人均活动场地1.61平方米,全县的体育开课率仅12.5％。为改革全县农村学校体育的落后状况,我们对农村学校体育进行了两方面的改革:一是体育基础设施实行“四材(财)齐上”;二是体育教育管理做到“五管齐下”。我们的主要做法是: 一、提高认识,转变观念,形成共识
Sichuan Yuechi County is located in the northern foothills of Hua Tuo Mountain in northern Sichuan. The county’s agricultural population accounts for 94% of the total annual income, and its annual per capita income is less than 500 yuan. It is an agricultural county, an industrial county and a financial poor county. In 1987, primary and secondary school students per capita annual sports funding less than 1 yuan, per capita activity venue 1.61 square meters, the county’s physical education rate was only 12.5%. In order to reform the backwardness of rural school physical education in the whole county, we have carried out two reforms in rural school physical education: one is the implementation of “four materials (wealth)” in sports infrastructure; and the other is “five-pronged under”.
