当前我国的自然、文化遗产保护与利用面临着经济开发带来的破坏性问题。为了妥善解决这一问题,必须通过建立高效协作的管理体制、创造良好的法治氛围来实现,同时加强对遗产保护的思想建设。体制建设、制度建设(含法制)与思想建设的三管齐下,是解决该问题的办法。
At present, our country’s natural and cultural heritage protection and utilization are facing the devastating problems brought by economic development. In order to properly solve this problem, we must create an effective atmosphere of the rule of law through the establishment of a highly effective and coordinated management system and at the same time strengthen the ideological and cultural building of heritage conservation. System construction, system construction (including the rule of law) and ideological construction of the three-pronged approach is to solve the problem.
