当前,乡镇企业要增强干部职工克服困难的决心和信心,把做好资金的筹集、管理工作作为度过资金紧缩难关的重要措施。在资金筹集方面,要改过去的眼睛向上,为向下、向内、向外,想尽办法,多形式、多渠道地筹集资金。(1)对新建、扩建企业,可利用招工条件,采取以劳带资、以资代劳形式吸引资金,期限3~5年,到期归还。(2)每月从职工的工资、奖金中留出一定比例暂存企业,到期加息一次支付。(3)将乡村两级提留款和乡镇企业利润分成等统筹资金,一次性收缴,分次使用,形成可以利用的时间差,提高统筹资金的使用效益(4)充分利用本地资源优势,吸引外地企业、外商向乡镇企业投资、联营,或发展“三来一补”项目。(5)鼓励社会各方面人员直接向企业提供物资,
