市内电话网络的迅速发展,计算机技术、程控交换技术、数字传输技术的应用,为市话查号“114”服务提供了有效、可靠的支撑手段.传统意义上的“市话”查号服务一方面随“市话网”地域范围的不断扩大而扩大(C_3本地电话网的形成),另一方面随电信业务全程全网服务的需求不断增强.原有“ 114”服务概念将被彻底改变,这一服务将拓展至全省乃至全国.同时,“114”作为原有单纯的查号服务已越来越不适应用户日益广泛的服务需求,信息咨询、广告服务和代接服务等已成为诸多用户的日常需求.所有这一切对“114”服务系统网络建设提出了前所未有的要求,建立一个基于统一规范、分级实施、管理联网的“114”服务系统迫在眉睫.
