专家治国论是世界近现代历史中的政治思潮,在现代化国家中,对于它的讨论几乎成为思想界的一个重要主题。由于我们还处于前现代化的过程中,专家治国论没有、也不可能取得主导的地位并产生很大影响。但由于中国政治文化中的贤人政治传统,使一些留学归来的知识分子很容易地接受了专家治国论的思想,并试图使它对中国的政治走向产生影响。这构成了中国现代思想中的一股潜流。 Expert state management theory is a political trend of thought in the modern history of the world. In modernized countries, discussions about it have become almost an important theme of the world of thought. Since we are still in the process of pre-modernization, it is impossible for experts to govern the country to take the leading position and make a great impact. However, due to the sage’s political tradition in Chinese political culture, some returning intellectuals can easily accept the thought of expert state management and try to make it influence the political trend of China. This constitutes an undercurrent in China’s modern thinking.
