无论从哪种角度来说,识人和用人,都是衡量一个决策者素质高低的基本标志。清末川滇边务大臣赵尔丰之所以经边五年,颇有成效,“使数千里荒野之区,辟榛芜为良田;创建省之规模,成疆圉之重地”,成为“当时昏昏中之昭昭者”,其根本所在,就是他知人善任,其人事思想具有难以抹煞的历史意义,也值得后世的决策者们深思。基于此,本文试就赵尔丰人事思想的基本特点作一浅论,或许对“尊重知识,尊重人才”,“经济竞争实质上是人才竞争”之类的口号付诸实施,能有一定程度的启迪。
