邯钢在受到市场疲软影响,几乎亏损的情况下,于1991年初“推墙入海”,实施了“模拟市场核算,实行成本否决”的经营机制,当年就取得了显著效益。5年来成本年年降低,经济效益大幅度增长,到去年,年利润已达7.1亿元。因此,邯钢成了全国国有企业的样板,国务院发出通知,要求各地区、各部门结合实际学习和推广邯钢的经验。
