大型企业在放权让利的改革过程中,与过去高度集中的计划经济体制相比,企业的活力明显增强,但远未达到预期的目标;与大中型企业所承担的历史重任来讲,活力又远不足。主要表现在企业的经济效益低下;全员劳动生产率增长过缓;工业销售利税率和资金利税率下降;亏损面增多;自我发展、自我改造的能力差,等等。由此,文章提出了,搞活大中型企业的若干具体建议。
Compared with the highly centralized planned economic system in the past, the large-scale enterprises in the reform process of decentralization of power and profit sharing have obviously enhanced the vitality of enterprises but far from achieving the expected goal. In contrast with the historic task assumed by large and medium-sized enterprises, their vitality is far behind insufficient. Mainly reflected in the low economic efficiency of enterprises; full labor productivity growth too slow; industrial sales profits and taxes tax rates and profits and taxes decreased; loss increases; self-development, self-improvement ability is poor, and so on. As a result, the article put forward some specific suggestions to invigorate large and medium-sized enterprises.
