优化和提升政府服务水平,是推进政府职能转变的关键内容,核心目的是提高政府效率和透明度,降低制度性交易成本,变“群众跑腿”和“企业四处找”为“部门协同办”。近年来,福建省按照中央、国务院统一部署,大力推进简政放权、放管结合、优化服务改革,努力破除制约企业和群众办事创业的体制机制障碍,取得了积极成效。但一些领域仍然存在群众和企业办事难问题,其中一个主要原因就是政府服务思维和方式仍停留在串联模式,导致流程繁杂、效率低下。为此,本文着重从并联式思维提出进一步转变政府服务模式、提升政府服务效率的思路与建议。
