【正】 黄淮海平原属于暖温带半湿润季风气候,多年平均降雨量在600～900毫米,不仅年际之闻变化很大,丰水年达1,400毫米以上,枯水年仅300多毫米,而且一年之内雨量分配很不平衡,多集中在汛期,约占全年雨量的70％。形成春旱、秋涝、晚秋又旱,旱涝交错或连旱连涝,灾害频繁。这个地区是黄河冲积平原,地面坡度平缓(大多在1/5,000—1/15,000),由于历史上黄河多次决口、改道的影响,地貌起伏、岗洼相闻,土层质地错综复杂,加以排水河道淤浅,形成大片涝洼地。同时,本地区土壤及地下水中均含有盐分。在洪涝之后
