十八届三中全会提出了推进国家治理体系和治理能力现代化,可知其是从制度层面对中国特色社会主义建设的重要补充,在新的历史时期,对于有效的提高社会治理水平和实现创新治理,既要坚持我们党的以人为本的价值理念和公平正义的价值原则,又要通过深化社会体制改革,用制度来保障基本民生、实现社会公平,让广大人民群众共享改革发展的成果。本文从制度的层面着手,通过公众参与治理、社会保障体系的建设、公共权力监督机制的完善、党领导班子的绩效提高这几个方面来进行提高社会治理效果的针对性阐述,从而对政府的治理理念和治理能力建设及国家发展的价值取向提出了实际的要求。
