在海洋综合治理中,非政府组织凭借自己的灵活性、民间性、非营利性等特点能代替政府提供部分职能,与政府优势互补提供无缝隙的海洋公共服务。非政府组织参与海洋综合治理能打破政府治理主体单一造成的碎片化困境,形成多元治理主体格局;弥补部门间因功能分化造成的缺陷,提高海洋公共服务的无缝隙化;提高公民参与海洋治理的热情,营造良好的海洋治理文化。面对政府海洋综合治理碎片化的困境,本文认为有必要进一步发挥非政府组织在海洋综合治理中的作用。
In the comprehensive management of the oceans, non-governmental organizations, by virtue of their flexibility, non-governmental nature and non-profit, can provide part of their functions instead of the government and complement each other’s advantages to provide a seamless maritime public service. The participation of non-governmental organizations in integrated marine governance can break the single fragmentation predicament caused by the main body of government governance and form a multi-governance structure; make up for the defects caused by functional differentiation among departments and improve the seamlessness of marine public services; and enhance the participation of citizens in marine governance Enthusiasm, to create a good culture of ocean governance. Faced with the dilemma of the fragmentation of government integrated marine governance, this paper considers it necessary to further play the role of non-governmental organizations in integrated marine governance.
