个人携带、邮寄的进境物品超出自用、合理数量将从整体上被视为货物。2007年9月14日,音乐发烧友王进旅游归国,从北京首都机场进境,在填写《中华人民共和国进出境旅客行李申报单》时得知,居民旅客携带在境外获取的总值超过人民币5000元的物品,需向海关申报。王进随身携带在国外购买的CD120张,价值42000元人民币,于是他如实填写了申报单。海关关员核对了王进携带的CD数量以及购买凭据显示的价格后,告知其应向文化部申领《中华人民共和国文化部进口音像制品批准
For individuals who carry or mail inbound articles beyond their own use, a reasonable amount will be regarded as goods as a whole. On September 14, 2007, Wang Jin, a music enthusiast, returned to China from Beijing Capital Airport. When he filled out the “People’s Republic of China’s Inbound and Outbound Passenger’s Luggage Declaration Form,” he learned that the total value of resident passengers carrying overseas receipts exceeded RMB 5,000 yuan of goods, the need to declare to the customs. Wang Jin carry CD120 Zhang purchased abroad, the value of 42,000 yuan, so he truthfully fill out the declaration. Customs officers checked the number of CDs carried by Wang Jin and the purchase voucher shows the price, informing that it should apply to the Ministry of Culture, "the People’s Republic of China Ministry of Culture imported audio-visual products approved
