公路建设在促进社会经济发展的同时也带来了严重的环境问题,以可持续发展的思想为理论基础,公路网规划环境影响评价可以在早期阶段介入规划,从源头上解决公路建设带来的环境问题,以实现公路建设与社会经济的协调发展。首先介绍了公路网规划环境影响评价的方法,然后讨论了规划环评结论对公路网规划及其实施的指导意义。最后提出了将公路网规划环评结论应用于公路网规划及项目可行性研究的全过程环境管理程序。
Highway construction has brought about serious environmental problems while promoting social and economic development.
