传统的公共产品理论将政府确定为公共产品、准公共产品的唯一提供方,但是政府在财政压力较大的情况下,会产生公共产品供应短缺和效率低下的危机。因此,需要重新审视政府作为公共产品唯一提供者的理论,实现公共产品供给稳定、高效目标。在市场经济条件下,城市公共交通作为一种准公共产品,也应该积极借鉴、探索有效供给途径,实现城市公共交通资源优化配置、满足市民日益多样化的出行要求。
The traditional public product theory defines the government as the only provider of public goods and quasi-public goods. However, when the government is under financial pressure, the government will have a shortage of supply of public goods and a crisis of inefficiency. Therefore, we need to re-examine the government as the only provider of public goods theory, to achieve a stable and efficient public supply of goods. Under the condition of market economy, urban public transportation, as a kind of quasi-public goods, should also actively learn from and explore effective ways of supply to realize the optimal allocation of urban public transport resources and meet the increasingly diversified travel demands of citizens.
