我国社会经济建设项目中的重大决策问题,一般都涉及到项目所在单位和设计单位,上级主管部门和与项目有关的部门,以及最高决策部门三个层次。各层所站的立场、价值观以及面临的决策问题各不相同。因此,其决策过程是一个多层次、多反馈的协调过程。本文根据各层决策的特点及其联系,建立了一种三级协调模型,并探讨了求解方法。
The major decision-making issues in China’s socio-economic construction projects generally involve three levels: the unit where the project is located and the design unit, the department in charge at the higher level and the project-related department, and the department with the highest decision. The stance, values, and decision-making problems faced by all levels vary. Therefore, its decision-making process is a multi-level, multi-feedback coordination process. Based on the characteristics of decision-making at all levels and their relations, this paper establishes a three-level coordination model and discusses the solution method.
