坚持不懈抓基层打基础是推进基层工作内在规律的需要,是基层建设中最根本、管长远的工作,必须下真功、使长劲、求实效,切实在打牢基础中推进基层建设科学发展。工作中,笔者感到,抓基层打基础必须要有四股劲。一是要有“实劲”。要坚持老实、扎实、踏实的工作作风。老实,就是老老实实按照《纲要》提出的“两个经常、四个基本、五句话和八项经常性工作”的要求,真正扑下身子、放下架子、丢开面子,一条一条找差距,一项一项抓落实。扎实,指抓基层打基础有始有终、一以贯之、常抓不懈,不能 Persevere efforts at grasping the ground for grassroots work are the basic requirements for promoting the inherent laws at the grass-roots level.
