在社会不断发展的过程中,公共政策扮演了越来越重要角色。而公共政策的执行问题则是公共政策中的一个重大问题,不能得到执行的政策不是好的政策,即使是好的政策也只是好的政策构想。政策的根本在执行,政策执行者能否在执行阶段忠于政策的初衷,在政策执行过程中信息的收集是否得到足够的重视,对一项公共政策来说都是非常关键的环节。因而无论是从学界学术研究角度还是从社会政策作用角度,我们都非常关注政策的有效执行。但实际的政策执行过程中会出现执行不力的情况。我们要保证政策的有效执行,就要努力改变不利状况,探寻公共政策有效执行的途径和方法。本文就是基于以上的原因,对促进公共政策有效执行的几个途径进行了分析。
Public policy plays an increasingly important role in the continuous development of society. However, the issue of the implementation of public policies is a major issue in public policies. The policies that can not be implemented are not good policies. Even good policies are good policy ideas. The fundamental implementation of the policy, whether the implementer of the policy can be faithful to the original intention of the policy in the implementation stage and whether the information is collected enough in the process of implementing the policy are very crucial to a public policy. Therefore, both from academia academic research perspective or from the perspective of social policy, we are very concerned about the effective implementation of the policy. However, the implementation of the actual policy will be ineffective implementation of the situation. To ensure the effective implementation of our policies, we must make efforts to change unfavorable conditions and explore ways and means for the effective implementation of public policies. This article is based on the above reasons, to promote the effective implementation of public policies in several ways were analyzed.
